Requesting Small Business Feedback

The Small Business Office of RTD is proposing a change to the Small Business Enterprise (SBE) Certification Size Standard Changes. The effective date of the proposed changes has not been determined but is likely to occur in 2018 after receiving public feedback.

LEARN HOW TO SHARE YOUR FEEDBACK

The RTD SBE Size Standard changes being proposed are as follows: 

1. Adopt and implement a Category 5 Certification Criteria and extend the SBE Size standards for all Merchant Wholesalers from our current business size cap average 3 year sales of 23.98 Million to a maximum business size cap average 3 year sales of 30 Million; 

2. Adopt and implement a Category 5 Certification Criteria and change the SBE Size standards for all Merchant Wholesalers from size standards in revenue sales (millions of dollars) to size standards in number of employees with a cap size of 200 employees; 

3. Adopt and implement a Category 5 Certification Criteria and change the SBE Size standards for Petroleum and Petroleum Products Merchant Wholesalers only from size standards in revenue sales (millions of dollars) to size standards in number of employees with a cap size of 200 employees; 

4. Maintain and uphold the maximum business size cap average 3 year sales of $23.98 Million. 

SBE Certification Standards are voluntarily published by RTD. This request for public feedback is not a rulemaking process and there is no legal requirement for a notice and comment period. RTD voluntarily seeks public comment for the purpose of using such feedback to improve its standards for the community it serves. 

Written comments on these optional changes are highly encouraged and are for informational purposes in determining which change will be implemented in the RTD SBE Certification Program. RTD’s Small Business Office will review all comments and may contact a commenter if clarification or additional information is needed. 

All questions and comments pertaining to the RTD SBE Size Standards change should be directed to the Regional Transportation District Administrative Offices, 1660 Blake Street Blk-31, Denver, Colorado 80202 from 8:00 a.m. to 5:00 p.m. (Mountain Time) or by email atcivilrightssmallbizoffice@rtd-denver.com. All questions and comments will be accepted until September 17, 2018
