-Supervises several Self-Determination Specialists and an Administrative Specialist, to ensure that offering, processing, reviewing, negotiating, awarding, obligating, execution, and administration of P.L. 93-638 contracts occur in accordance with the statues, regulations, directive and standards and internal control policies.
-Serves as the Great Plains Region's Awarding Official (AO), provides advice and leadership in the administration of contracts with sovereign nation Indian tribes.
-Initiates, directs, and oversees communication, consultation, collaboration, cooperation, and coordination with tribes regarding Indian Self-Determination and Education Assistance Act, P.L. 93-638 (638) contracting, informing Tribes of opportunities to contract; reviewing proposals for compliance with statute and regulations; establishing review panels for declination; negotiating terms and conditions; reviewing budgets; complying with internal controls; and awarding and obligating funding; resolving pre-award disputes.
-Maintains continual surveillance and oversight of all 638 contracts. Reviews and approves payment requests; contract changes; records and documents informal and formal contract discussions; schedules monitoring visits with tribes; processes reports; coordinates all post-award activities including disputes and close-outs.
Occasional travel - This position may require up to 4 nights per month of travel.
