The RFP document has been posted on the Rocky Mountain E-Purchasing System (BidNet) under the title “RFP 503594 - Financial Advisory Services”. BidNet is the official system of record. Vendor registration is free. All documents are also attached to this email for your convenience.

Addendum Posted and Effective as of: September 25, 2018
The Request for Proposals as stated in the title of this Addendum No. 2 is hereby amended as
follows:
I. This addendum provides answers to Proposers’ Written Requests for Clarification and
Additional Information.
It shall be the Proposer’s responsibility to refer to and attach the corrected pages as included herein
to the Proposal submittal.
Proposer shall acknowledge this ADDENDUM by attaching a signed copy of the ADDENDUM to its
Proposal.
It shall be the Proposer’s responsibility to have a copy of this ADDENDUM in possession at the time
of Proposal submittal.

1. We note the sample Denver Water Agreement (attached as Exhibit A) requires Professional
Liability Insurance of not less than $5,000,000 per claim. The standard for financial advisory
service providers is $1,000,000. Would firms with the standard policy limit be eliminated from
Denver Water’s consideration?

a. Denver Water would be open to discussing and potentially reducing this in
contract negotiations if all other aspects of the Proposer’s submission was
acceptable. This is not a deal breaker.

2. We note there are several references to Performance Standards in Section B #1 of the
Proposal Template. Please clarify the type of Key Performance Indicators Denver Water seeks
with regards to financial advisory services.

a. Denver Water is interested to know what Key Performance Indicators your firm
uses to evaluate its performance as it relates to a debt issuance, as well as in
general as a financial advisor to keep us informed.

3. Similar to question 2, Section D of the Proposal Template references a performance schedule
with regards to key tasks. Please clarify the performance schedule Denver Water needs for
financial advisory services.

a. Denver Water would like to know your firm’s list of key tasks/deliverables you
would have associated with a revenue bond debt issuance.

4. Tab 2 of the Proposal Template (Proposer Qualifications and Experience), Section B asks for
the relevant qualifications or certifications. Is Denver Water asking whether or not a firm/its
employees are registered municipal advisors? If not, what other qualifications does Denver
Water seek for advisory services?

a. Denver Water is asking for the résumés of the staff that will be working with
Denver Water. We would like to see relevant experience of the individuals
assigned, whether they are registered with the SEC and MSRB, and any
certifications related to professional standards or testing they may have.
